NOCSL Election 2026: Jaswar Umar Cleared to Contest as Election Committee Quashes All Objections

In a decisive legal victory for the President of the Football Federation of Sri Lanka (FFSL), Jaswar Umar, the three-member Election Committee of the National Olympic Committee of Sri Lanka (NOCSL) has officially rejected all objections filed against his candidacy for the 2026–2030 presidency.

The ruling effectively positions Umar as a formidable “consensus candidate” with majority support from affiliated national sports associations, clearing the final hurdle for his bid in the upcoming elections scheduled for April 25.

The Legal Ruling

The independent Election Committee—led by retired Supreme Court Justice K.T. Chitrasiri, alongside Justice Piyasena Ranasinghe and Harsha Amarasekera, PC—delivered the verdict following a rigorous review.

The objections, submitted by current NOCSL Secretary Rifdy Fahmy, Treasurer Prethiviraj Perera, and former referee Sunil Senaweera, were successfully countered by Umar’s legal team, which included consultation from a specialized Swiss international sports law firm. The committee found no merit in the challenges, confirming Umar’s eligibility as an independent candidate.

OCA’s “No Extension” Ultimatum

Parallel to the committee’s decision, the Olympic Council of Asia (OCA) has issued a stern warning to the outgoing NOCSL administration. In a formal communication dated April 18, OCA Director General Husain Al-Musallam clarified that:

  • No Term Extensions: Any attempt to disrupt the electoral process or seek legal delays will not result in an automatic extension of the current Executive Committee’s term.
  • Clearance on Allegations: The OCA reaffirmed that previous investigations or suspensions involving NOCSL members did not apply to Umar, dispelling rumors regarding his international eligibility.
  • Deadline Compliance: Both the International Olympic Committee (IOC) and OCA have mandated that the transition of power must be finalized by April 30.

A Historic Shift in Sports Governance

This election marks the first instance in Sri Lankan sports history where a sitting Football Federation President is contesting the NOCSL leadership. With the incumbent President, Suresh Subramaniam, ineligible to run due to a completed eight-year term (2018–2026), the race has become a five-way contest:

Voter Eligibility & Election Details

Out of 31 affiliated associations, only 29—along with two Athletes’ Commission representatives—will cast ballots. Four associations (Gymnastics, Cycling, Boxing, and Table Tennis) remain ineligible due to administrative inactivity.

The election is set to take place at the NOCSL Auditorium on April 25 at 4:00 PM. Analysts suggest that the Election Committee’s ruling may prompt several rival candidates to withdraw their nominations in the coming days to favor a unified leadership.
