Secret Transactions and 5G Allegations Rock Sri Lanka Telecom–Mobitel Governance Debate

An explosive set of allegations has emerged regarding the governance and strategic direction of Sri Lanka Telecom and Mobitel, raising questions over transparency, leadership decisions, and public accountability. The claims were highlighted by commentator Ajith Dharmapala, triggering widespread public debate about the handling of state-owned telecom assets. Concerns have been raised over whether internal decision-making processes are aligned with the national interest and corporate governance standards.

Delayed 5G Rollout Raises Financial Questions

A key allegation centers on the delayed rollout of 5G services, despite reported investments exceeding Rs. 5 billion in spectrum and licensing. According to the claims, the companies have not yet commercialized the service, while competitors in the private sector continue to expand 5G offerings. It is also alleged that the delay is resulting in losses of approximately Rs. 200 million per month, with questions raised about whether the situation is allowing customer migration to rival operators.

Leadership Under Scrutiny Over Conflict of Interest Concerns

Further criticism has been directed at the leadership of the organization, specifically Chairman Mothilal de Silva and CEO Riyaaz Rasheed. Alleged Secret Meeting at the Shangri-La Hotel, Colombo

Another serious claim involves an undisclosed meeting allegedly held at the Shangri-La Hotel, Colombo. It is alleged that top executives discussed a Rs. 20–25 billion telecom-related project with a private company without informing the official Board of Directors. The secrecy surrounding the meeting has intensified concerns over governance transparency and approval processes within the organization.

Board Appointments and Governance Concerns

The revelations also highlight claims that individuals previously accused of corruption have been appointed to the company’s Board of Directors. Critics argue that such appointments have weakened governance structures and eroded public trust in the institution. Concerns have been raised that political influence may be affecting strategic decisions within the state-owned telecom operator.

Calls for Urgent Investigation and Reform

In light of the allegations, calls have been made for an urgent investigation by the Auditor General into the 5G investment and its delayed implementation. There are also demands for an independent probe into alleged conflicts of interest and undisclosed transactions at the senior management level. Additionally, proposals have been put forward for leadership changes and the appointment of executives with stronger technological expertise.
